Hi CakeyPerhaps you could do a little project plan, include the lead times for ordering, training, building test environment, testing, training, go live.
That way you can push a bit on the training issue, showing 'we need to make a decision now if we want the new system live in 3 months...that sort of thing.
But he sounds like an idiot, so you'd probably be wasting your time
