Bullies
My mum told me to stand up to bullies. So I did, and got wedgied every day for a month. I hated my boss.

Why doesn't someone find out where this boss drinks
and confront him about it in the pub, in front of his mates? That's not even really bullying, just being extra verbose with the truth - but it would fuck his life forever.

Hi guys...
...the relative concerned was an A&E/ED nurse and was having trouble dealing with a couple of particularly traumatic deaths involving children. The bully was a senior nurse who felt that my relative wasn't "tough enough" to be an emergency nurse and afforded him no consideration and a lot of harassment.
The problem is that as my relative is now deceased there is no one to formalise a complaint against the senior nurse - such are the guidelines of a government department.
I see similar bullying in my workplace - but it's often done under the pretense of "we're really concerned as to how you're going" with some snide, but carefully phrased, jibes thrown in.
Passive bullying I guess?

very pass/agg, which is really hard to fight back against
without looking like the instigator.
I'd still say this senior nurse needs to be torn apart in front of his (her?) mates. That sort of shit is unforgiveable.
Good luck.
