I hate to spoil a good story, butthe way the motorway runs is due to geology.
The Dept of Transport can build roads wherever they like. This is because you technically cannot own land in the UK - you just get to borrow it from the Queen for a while. They'll build the motorway and do the paperwork afterwards. That's what my friend told me, and he works for the Land Registry.
