I confess I have never heard it used as a racial slur. Only ever heard it used in relation to a chinese takeaway.
I don't think my life has been particularly sheltered so I would guess I'm not alone on this one.

When Alan pulls up Michael for saying it, and Michael says:
"Oh, it's fine to say Chinky, like, 'cos, you know, it's a type of people, and it's a food..."

I only found out because of Peep Show. Before then I'd have thought nothing of saying "Let's order a chinky.".
