My street has residents parking, so you need a permit
I don't own a car, but occasionally rent one, so was interested to see that the council did short term ones for rental cars.

I got a form to apply for some, but I never got any further:
You need to supply the number plate. Before you rent the car. I wonder if anyone has *ever* bought any?

I used to get these.
You go rent the car, and stop in the council on the way home to pick up a temporary permit.
I don't see the problem really.

When I moved into a new house I was renting I called the council to get a permit
'Do you have proof of residency?'
"Well not yet, I'm signing the forms the day I'm moving in as I'm coming from about 200 miles away.'
'Oh well you can't get a permit until we see proof of residency'
'But I can't do that until I've moved in and I need to park the car before that'.
