Equilibrium
This film kicks the Matrix (which it has been compared to but I think is only superficially similar) in the bollocks and nicks its dinner money, with the added bonus that Bale can actually act.
If you haven't seen it, think a dash of Fahrenheit 451, a sprig of 1984 and a whole bucket of arse kickery.

Christian Bale
^ this, I think he's an awesome actor and I love that film, although my missus hates him! You know he got the part in American Psycho by going to the audition pretending to be American and the director only found out that he was English about 6 months after filming. Genius!

I think your discription
Is spot on. It got slighted as being just a mish mash of other films, but Bale does lift it above all that. Some of the action sequences beat the matix hand down too.
