I recently re-installed Windows XP on my Samsung NC10, from a CD which had Service Pack 3 already integrated. Even that wasn't enough to turn on the high-speed USB. I had to go to Samsung's website, download the chipset drivers, and install them, before high-speed USB would work.
Check your laptop manufacturer's website, just in case.

if possible, chipset drivers (and any internal hardware drivers) should be the first thing you install after windows

you'll need the specific chipset drivers for the lappy.
