It reminds me why I seldom give to certain Charities.
A lot of them create reliance on handouts rather than actually putting things in place that will allow the third world to help themselves, they tell you that they're helping, when the charitable giving serves to line their pockets whilst ensuring that their 'charity' is required for years to come. The financial reports with the Charities Commission and if you can access them, companies house, can make for very interesting reading. People don't dare question them because they tend to look like assholes.
This guy is a prime example of what needs to be done! Education, teaching them how to get what they need, rather than just giving it to them.
