Anyone found breeding without a licence should have their offspring culled for the good of humanity.

I couldn't agree more
Just look at the stringent scrutiny prospective adoptive parents must undergo (and rightly so). Yet any Tom, Dick or Harry (emphasis on the Dick) can procreate to their Burberry hearts' content.

It's not too many years ago one needed a licence to keep a dog FFS!

Have you seen the film "Idiocracy" from a few years back? Where intelligent people have fertility problems and morons only need look at each other to drop another sprog. The opening 15 minutes are excellent. The rest of the film is strangely prophetic. Brilliant stuff!
