Surely this doesn't apply in all cases then - Newcastle doesn't start with an X, Y or Z for example, unless the southern types who devised this were looking at maps with a 'X' and 'Here be Dragons' written on them...
Presumably 9 is WXZY so 01942 is WIlmslow? Quite a good system in some ways!

You still have to know how many of the letters there are, that's not consistent, then the arbitrary last number.
