Try the council noise/unsocial behaviour line....Although I think our councillors are a bunch of self-serving trough-snouting backstabbing bastards, the noise/unsocial behaviour guys are spot-on.
As to the musical instrument, I'd like to play the guitar like Tommy Emmanuel.
