Because the Metropolitan Police have always had a cosy relationship with The News Of The World.NOTW hacks write stories with police-positive spin, serving and ex-officers provide them with tip-offs about busts about to happen so that they get exclusive scoops etc.
Private Eye did a very good piece about it before xmas.
