Quite a few do thatDecent tattoo artists won't do necks, faces or hands unless the person is already covered. According to the article, this guy has a lot of tattoos, and looks like he also had some facial tatts already.

As you said though, decent tatts cost moneyand I'm guessing he didn't go to Xed le Hed for this tatt. Maybe the person responsible doesn't turn down work, however preposterous
