Fair enough.But I think the point was more about Pickles constantly railing against 'non-jobs' and portraying the people who do them as useless spongers, yet he still needs to employ people to do the same thing. Whether his department is particularly bad for them, I don't know, but I do know that his department wouldn't live up to what he expects of councils.
