I like the Swiss system though, with regular referenda and the proportional representation. Unfortunately it does bring up the occasional anomaly, such as the recent ban on minarets which was a bit unfortunate.
And if anyone says PR doesn't work, I can point you to several examples where it has clearly worked for many, many years. Apart from Italy and Belgium.

Let me know when you have a thought through model of social government. Otherwise you are in danger of doing a Freefair.
EDIT: Who are you anyway? Have you changed your username? Are you a Pratchett fanatic?
THE WORLD DEMANDS TO KNOW.

But that said, I think the Swiss system is best.
EDIT
As you've edited, I'll permit myself one. I was previously weightedcompanioncube. Darth Foxtrot suggested a name change. I liked his suggestion and I went with it. And I am a massive Pratchett fan. Although I don't think the idea of the Patrician would work here, unfortunately.

Hi. I have never conversed with you before.
You should never accept Darth's suggestions. Next thing you know, you'll be docking and bumming.

I'll be avoiding most of his more unusual ones, but I liked this one.
