I'm unsure about the legalize and tax route
Because I do know people that when they have been at their lowest may very well have smoked crack if it had been available in the shops but instead went to the Doctors and got sorted.

there would/could never, ever be a system where you could just nip in to Boots and get a dose of crystal meth or whatever. That would be horribly wrong.

Well yes, there would be places where you could legally buy drugs
but you couldn't just wander in and buy them; as Gonz says, you'd have to have some kind of assessment first. You couldn't have a system where some 21 yr old office flunky who's had a bad day thinks 'a glass of wine just won't cut it this evening: tonight I'm going to try smack instead.'
