I propose Oligarchy.
The top bods in their given fields on a council of decision-making experts. So, the military top brass make decisions on military matters, with other council members having a say to prevent rash or deranged errors, etc. Not a total dictatorship, but removing the imbecilic 'public' from a say in the important stuff. Maybe a council of about 300 experts should do it.
