Applied in the traditional way?
Also, for native tattoo designs, I'd be interested to find out if the Celts and Saxons had any.

The Picts certainly did - it's what their name means.
As for the designs, though - unless some peat body is found with visible tattoos on, we'll never know. I think ancient sources described them as having animal and bird designs but that's it - but I might be wrong about that.

Precisely.
It symbolises the changing of the seasons in the Celtic calendar, I believe.
