More importantly,
the leader of the Libyan Transitional National Council. Has said he is going to stand trial himself because he used to be a minister for Gadaffi.

It certainly sounds promising.
They do appear to be saying all the right things. And the pronouncements of Gaddaffis kids and followers are looking increasingly insane.

Does anyone know if he was ever captured, or if he just escaped?
It's not really a failure, considering they know he's in Tripoli, and they have most of the rest of the country on their side, so they can sit tight for a bit if needed.
