You'd imagine soI'm just wondering whether there's just not been a big enough incentive for them to do so. You'd want to be certain of a large customer base if you're going to apply to multiple councils to let you dig their roads up and take on the no doubt exorbitant installation costs .

Actually, looking at their coverage mapVirgin really don't cover that many areas at all.
