It's both sides. They don't bother varying the contract when they make changes too, which makes it incredibly difficult to manage. Then, when the IT provider puts in a massive bill, it gets paid without too much scrutiny.

Too fucking true,you should have seen some of the things I've had to point out after reading a contract that's been signed off.
Most recent was "erm who pays for this?" project manager "I'm not sure but I'm sure its come up"
