Just have them driven by computer and navigated via GPS. Why allow anybody to do anything at all? There are laws, people accept them because they're responsible adults, or they don't and are forced to live with the consequences.

A potential answer, what I've just thought of, is due to gearing. You need to have access to power in your top gear for overtaking on motorways etc. In order to have access to this power, your gear ratio needs to be relatively long in order to generate the torque necessary to accelerate. This will mean that there's still a relatively large amount of gear left and so your top speed is significantly higher than your cruising speed.
This is why a car's built with a much higher top speed than the maximum speed limit in your country, not why you don't have a limiter installed.
