I also think they should have ranked it by number of offences at least.Or done it as a percentage of children in that area, but I think that wouldnt' be scary enough.

there's nothing to have a legend for.They've just applied the primary school "four colours, same colour musn't touch" approach to colouring in.
Because, y'know, the Fail is always looking for further ways to push on through the bottom of the barrel intellectually.
