Pretty muchAlthough Alan partridge might be the modern genisis. Without either of these I doubt we would have 'The Thick of It' which is genius

2nd series of Partridge is one of the top five sitcoms of all times I'd say.Easily as funny as Fawlty Towers and about 85 million times more so than that awful Hancock fellow so beloved of wankers like Paul Merton.
