I think the problem is two fold;
1: Not enough housing in london
2: Commuting in and out of london is either shit or expensive, if commuting from Reading/MK/Northampton/Luton/Guildford was under an hour and about £1k-£2k a year people wouldn't be so desperate to live within the M25 freeing up housing.

but that's to Paddington, getting across London from there takes longer.

It's probably down to privatisation, or Thatcher or summat like that.
