Rain IN APRIL?!?!?
I think the problem is two fold;
1: Not enough housing in london
2: Commuting in and out of london is either shit or expensive, if commuting from Reading/MK/Northampton/Luton/Guildford was under an hour and about £1k-£2k a year people wouldn't be so desperate to live within the M25 freeing up housing.

Reading is a bout half an hour if memory serves
but that's to Paddington, getting across London from there takes longer.

That I would not know, but it doesn't surprise me.
