tax dodges are the fault of lawmakers.
Nobody volunteers to pay tax, we are legally obliged to do so. It wouldn't actually cost that much for HMRC to find all the loopholes, report to the Government and have them legislate to close them.

It's like putting in place a sensible drugs policy though- politically unpalatable and won't happen.

Where there are rules, there are always loopholes to exploit
the UK has one of the most sophisticated taxation systems in the world, the code book alone runs to eleven and a half thousand pages
