That's not really the point.It's more about suiting the education to the child. If someone can't do physics, maths and latin, that doesn't mean they're thick. They might just be better at manual stuff like plumbing or bricklaying or something.
There's no question of them being second class citizens. The country recognises the need for a manufacturing backbone, and tradespeople are thought of in the same way as businessmen. Everyone's doing a job.
