It's like that in Xcom,
I know it's perfectly possible for three 80% chance to hit shots to miss in a row. I just don't like it when it happens.

I've missed a 95% hit probability from four squares away
whilst behind hard cover only to get sniped from across the map by a Thin Man the next turn.

It's got some form of pseudo-random number generator on it. Those percentages are not accurate.
