From my limited understandingsteampunk is basically the Victorians' idea of what the future would be, based on their own technological knowledge.
We already think the 1950s sci-fi ideas are hideously outdated. Just imagine what our predictions of the future are going to look like in a hundred years.

Not really no.It was, in its early days, a way of tackling current issues, by having an alternative timeline. The whole steam powered space ships and stuff, was because the early writers were well in to Jules Verne and his ilk.
