Isn't it possible that keeping benefits low will keep wages low?
It's going to be pretty hard to attract staff to a job if you're paying less than benefits.

supply, demand and profit dicate wages
I suppose it might have a tiny effect on minimum wage positions.

My musings are that lower benifits increase worker supply without changing the others, driving wage costs down.
