Some expert on the news said pilots had been told about the crane being there last week, but fog may have prevented the pilot seeing it.
Not 100% on this but aren't helicopters not allowed to fly in cloud or something? Was mentioned in that James May model glider programme I think?

I see, Report does say the pilot asked to divert to somewhere due to the weather, so very possibly.
