No, they don't. They're for the road. That's the way they're designed. You *think* they *should* be for track use. That's not a fact, that's a bias.

thats why a z4 without the limiter has a top speed of just over 190mph
of course the everyday practical uses of a car with a restricted top speed of 155mph are obvious.
