Part of the problemis with the levels of investment the organisation makes, for instance I'm working on a business case that's worth £4.5m over the next three years... so the Agency likes the case for investment to be absolutely robust.
Never mind that this particular £4.5m is a requirement as part of the wider programme I'm working on and the EU would give us a hefty slap and a fine if we DIDN'T deliver the goods on this occassion...
