I blame the parents.
Parents should be taught that the buck stops with them and not the teachers or police or government.

They winge and complain about not being able to control their kids but if they had brought them up properly in the first place then they wouldn't be having these problems. If the kids break the law then the parents should be partly held responsible and put in jail. That would wake the fuckers up and make them actually start parenting the kids and not just letting them roam the streets willy nilly.
