the shops and hotels are right to be upset
if their clientele are put off by it. after all, they are big employers/tax payers/draws for people to come to london and spend money here, and their rights should be protected.

you've misread that
the businesses have a right to operate. we should protect that as it's good for the country.

nobody has a "right" to pickpocket, however. so the practice should be stopped.
