Air conUses on average 7 BHP, and the compressor will still use more energy to spin when switched off.
Opening windows uses an extra 3% fuel.
Depends on how you drive it, if you're on the motorway, air con would be cheaper, at 20 - 30 i doubt windows would affect you too much
