I'd station plain clothes coppers in random bushes with video cameras, looking out at rush hour traffic.Any prick caught looking down at the phone/tablet in their lap while the car is in motion, bam - licence revoked. Waiting for my bus at the end of the day, it's about every fifth or sixth driver. If nothing else, at least it'll cut the volume of traffic.
