It's both.People will take more leave, but spend more time checking mail and working from home so they'll never really have any down time.

This is why I like to come in to work rather than work from home.I like to set nice boundaries and leave my work at one side of them.
I also leave my laptop and phone (when I had one) on my desk at work though.
