Call me cynicalBut I'm now fairly certain that the Microsoft Management Console was designed purely to boost numbers on the Microsoft training courses. It certainly doesn't make any sense as a GUI to control things.
Sidetracked for a bit onto the joys of server side rules in Exchange 2003, more of the same. Why can't it look like an actual program?
