If he did it, it's his fault, then get his insurance to pay out for it. You mentioned having to pay excess in the other thread I think? - surely not if it's a claim on his insurance only?

If being reasonable fails then send the boys round his house. Tried and tested method. At the very least, damage his car to approx 4x the value of the damage to yours. It won't teach him not to be a prick but it'll give you that nice smug sense of satisfaction.
