TrueThe Doctor can only have 12 regenerations, and thus 13 incarnations, so we canm only have another 3 Doctors.
But The Master, at the last count has had 15, as his 13 incarnation was in the Tom Baker era episode 'The Deadly Assassin', so there is a way out. Oh wait, no there isn't, to get more life there would need to be other Time Lords, and they are all dead!
