Headaches are caused by inflammation of the membranes surrounding the brain, thus raising the intracranial pressure. The most effective thing I can think of would be to remove a section of skull overlying the painful area (I would recommend using an oscillating saw such as one of the Stryker bonesaws), thus relieving the pressure. Application of a topical anti-inflammatory cream such as Hydrocortisone directly onto the meninges should treat the swelling, allowing you to glue your skull back together after a couple of hours.
EDIT - V, you'd be going to prison I'm afraid. If they separated your moustache from your face in order to incarcerate it alone, it would surely count as an execution.
