Don't quite understand what you mean....You've basically got two issues and I'm trying to figure out whether it's actually only one!
That broadband speed is shockingly slow. If you've got a lead then run the speed test again while you're connected on a wire. If that gives more reasonable results then it's just your WiFi network that's being really slow.
Main suspects for slow WiFi are interference from other stuff nearby (other networks, or if you live near a mobile phone mast or a TV transmitter or something?)
I'd start from scratch by hard resetting the router and reconfiguring it.
