If you have a decent budgetThe Canopus devices, such as the ADVC-50 will basically do video in and firewire (DV) out. They're pricey but pretty much the mutt's nuts in terms of quality.
I bought mine a while back though, so the 50 may well be discontinued and replaced with better devices.
