@chickenladyRights and responsibilities do come together - but not in the way that you think. If I have a right to x, then the responsibility is everyone else's to avoid impeding my access to that x (at a minimum - though there could be a responsibility to help me access it).
You don't have to have responsibilities to be a rights-holder, and nor do you need to be a rights-holder to have responsibilities.
