My goodnessyou really are easily amused. He made a "pun", or play on words, where he substituted the word "fiat" for the word "riot" and you think it's the funniest thing on this website?
Can I suggest you either read more of this site, there is a lot of very funny stuff on it you know, or, just go and watch "two pints of lager and a packet of crisps" as it's probably more your level. You might want to get your mum to explain some of the jokes though.
