Occasionallybitsoup.org allow new users to sign up. It is the main site I use as it's fast and it's got quite rigid mods which mean the content is always what it claims to be. Also, if you want to download software it will be virus free as it's an instant ban for the uploader.
If you can't get in here then sign up to demonoid, it's good and has a lot of content.
