From my own empirical research
The good/bad ratio is about 50:50. The job does seem to attract a bigger proportion of pricks than a lot of other professions. (see also: traffic wardens, security guards, bouncers...)

They do obviously do some good work (I'm not criticising the entire profession) and like the NHS suffer to a large extent from the target-driven mentality forced upon them by NuLab, which is a large part of the reason they go for softer targets. The powers awarded them by the government have been getting out of hand recently though.
