Bank holidays were always included. You've no statutory right to time off for bank or public holidays (that includes Christmas) however you employer can chose to observe those and include them as part of your legal requirement of paid holiday which is why you didn't get more holiday when the entitlement went from 21 - 24 days. Until they're required to give you more than 29 days paid leave (21 + 8 bank holidays) they don't have to give you any more than you already have.
