They're moving the goalposts in a good way - ie entitling people to more holiday. Companies have, as far as I'm aware, never been required by law to observe bank holidays. By observing them they are effectively giving you paid holiday that you cannot dictate the date of and as such it can be used (like your other fixed days of holiday) to make up part of your legal requirement of 24 (29 from April 09) days of paid holiday a year.
